Trafficking in 2008 ended in November due to seasonal changes (the cold weather makes the pavement surface too hard).  Trafficking did not continue until September of 2009 for several reasons.  One, the weather needed to return to warmer conditions.  Two, the vehicle required maintenance and repairs before continuing trafficking.  Three, the construction of High Tire Pressure (another project in the vicinity of CC-5) prevented trafficking.
