Evaluation of Color-Coded Runway End Identify Fully and Partially Closed Runways

Results of testing an employee suggestions recommending the use of REIL with appropriately colored filters to identify temporarily closed or partially closed runways

Photometric measurements of the strobe intensities and spectral distribution were obtained, after which two sets of REILS were installed for flight evaluation near the threshold of runway 4 at the Federal Aviation Administration (FAA) Technical Center. Red and green filters were installed in the units and the maximum acquisition ranges determined. The effectiveness of the different configurations was then determined by having subject pilots express their opinions while making approaches to the system and, afterwards, completing post-flight questionnaires. It was determined that the red filtered REIL, when installed in accordance with Handbook 6850.2, "Visual Guidance Lighting Systems" would not provide sufficient warning during daytime to prevent pilots from landing on the closed area. However, in conjunction with the standard closed runway crosses (Advisory Circular 150/5340-1E), and when located immediately adjacent to or on the closed portion of the runway, the system did help attract attention to the unusable area. It was determined that the REIL, as such, would be no more effective than any strobe or flashing light of similar intensity and that the availability and cost of any system might be the determining factor as to its use.
