ICAO Airport Pavement Expert Group 11th Meeting (APEG/11)

Meeting Participants Dr. David R. Brill of the Airport Technology R&D Branch participated in the International Civil Aviation Organization (ICAO) Aerodrome Design and Operation Panel (ADOP) Aerodrome Operations Working Group (AOWG) Airport Pavement Expert Group (APEG) Eleventh Meeting (APEG/11). The meeting was held May 13-15, 2026 at ICAO HQ in Montreal, Canada, and included a joint meeting with the ICAO Friction Task Force (FTF) on May 13. Topics discussed included ICAO Member States' implementation of the Aircraft Classification Rating / Pavement Classification Rating (ACR/PCR) system for airport pavement strength rating, and proposed changes to ICAO guidance on various areas including runway surface texture and Porous Friction Course (PFC) / groove surface equivalency. PFC is a type of asphalt surface that allows for water drainage and can offset the need for runway grooves to reduce hydroplaning. Presentations were given on new technologies impacting airport pavement inspections and performance assessment.
